It means that for some reason or another, the network's algorithms prevent your content from being in people's feeds. So, no matter how much I tweeted, with whatever hashtags I used, I was not getting more traffic. After my follower count was stuck at 2500 for a whole year, even though I was seeing other similar accounts growing steadily around me, I realized something was wrong so I started looking into it. Twitter will not verify that they do this, or why, so it took me fiddling with my account a bit before I was able to fix the problem. It's likely that the accounts that I had set up to automatically tweet (eg. "I'm available now, call me") are the culprit. Too many tweets that are exactly the same, especially if they contain a link, may be the red flag that leads to your account being throttled because they are considered spam. I tried a few things before figuring it out including deactivating and reactivating my account, cleaning up the content I had posted by deleting a lot of tweets, unfollowing a lot of accounts I was following if I thought they may have been offensive, etc. But I think it was after I turned off most of my auto-tweets from various places that my follower count started going up again. I had all but quit using Twitter altogether because I was so discouraged when I was stuck, but now that things are moving again I'm slowly getting back into it.
